Career Summary

Mr. Sarker has over 35 years of hands-on experience in Water Resources Management, Water Supply & Sanitation, Climate Change, Disaster Management, Environment, Agriculture, and Irrigation, serving as both Project Team Leader and Technical Specialist. He has held roles such as Director (Water Resource Management and Ecology/Environment) and Chief Specialist, overseeing numerous projects involving water, environment, agriculture, climate change, and natural resources through data analysis, modelling, GIS mapping, field surveys, reporting, and presentations.

He holds a Master of Engineering in Water Resources Engineering from Bangladesh University of Engineering and Technology (BUET) and completed a Postgraduate program in Water Resources Survey with an emphasis on Remote Sensing and GIS at the International Institute for Geo-Information Science and Earth Observation (ITC), The Netherlands, in 1997. He also earned a Bachelor of Science in Agricultural Engineering (Irrigation & Water Management) from Bangladesh Agricultural University, Mymensingh, Bangladesh.

Expertise includes environmental studies, water resources management, water supply and sanitation, assessment of groundwater resources, as well as water quality and ecological monitoring. Further experience encompasses climate change impact assessments on agriculture, crop modeling, water management strategies, ecosystem monitoring, biodiversity and wetland management, and arsenic and water quality evaluation utilizing geospatial technology. Contributions also involve preparation of national planning documents, including the National Action Program for Desertification, Land Degradation and Drought (NAP for DLDD), and the Short-Lived Climate Pollutants (SLCP) framework.

As a Team Leader, Mr. Sarker has led Integrated Water Resources projects, managing planning, supervision, and stakeholder engagement. He is experienced in Baseline Studies, EIA, Feasibility Studies, PRA, and Monitoring and Evaluation, working with organizations such as BWDB, WARPO, international agencies like the World Bank, and UNICEF. He also provides technical guidance for engineering surveys, WASH mapping, and data analysis, and has served as a Groundwater Monitoring Expert responsible for data collection, aquifer analysis, monitoring, report writing, and presenting results to clients.

Mr. Sarker has been employed at CEGIS since 1998 and has collaborated with WARPO for the past 25 years on multiple projects, including the preparation and updating of the NWRD. Throughout his career, he has accumulated extensive experience in (i) water management and water resources analysis using geospatial technology, (ii) WASH monitoring, (iii) water supply, sanitation, and arsenic mitigation planning, as well as water quality monitoring through field data analysis, evaluation, and comprehensive report writing, (iv) water management, climate change, agro-ecological data analysis, crop modeling, and environmental management, including baseline surveys and report preparation, and (v) serving as Project Manager or Team Leader across various sectoral initiatives.

He maintains effective communication channels with a range of government and development organizations at both national and international levels, such as DFID, UNDP, UNICEF, WFP, FAO, ADB, WB, ICIMOD, the European Union, the Norwegian Embassy, the Netherlands Embassy, and governmental agencies like BWDB, CWASA, WARPO, BARC, BADC, BRRI, BARI, DPHE, DOE, DLS, DAE, BMD, BSCIC, SRDI, the Department of Fisheries, the Department of Forest, and IPHN.
Additionally, Mr. Sarker has contributed to several significant international collaborative projects with partners in Bhutan, Nepal, Pakistan, India, Thailand, and Norway. He is a Senior Research Fellow at the Abdus Salam International Centre for Theoretical Physics (ICTP) in Trieste, Italy. In 2007, he received the International Foundation of Science (IFS) Young Scientist Award for his work on “Assessment of Dry Season Water Availability and Water Demand in Floodplain Beel Areas for Sustainable Agriculture and Fisheries Resources Development Applying Geo-Spatial Technology.”
