Career Summary

Mr. A T M Shamsul Alam [B. Sc. (Honors) Geography (1989); M. Sc. Geography (1991), Jahangirnagar University; M.S.S. Social Welfare (2011), University of Dhaka] has started his career at Irrigation Support Project for Asia and the near East (ISPAN), a USAID funded organization under Camp Dresser & McKee, Inc., the USA in May 1991 as an Institutional Analyst/Research Assistant/Junior Social Scientist for the Flood Response Study (FAP 14); Flood Proofing Study (FAP 23) and Environmental Study (FAP 16) of Bangladesh Flood Action Plan, Ministry of Water Resources (MoWR), GoB, where he continued up to December 1993. From January 1994 to December 1995 he served MROCHET (a Chittagong Hill Tract-based national NGO working for Mro & Khumi Ethnic Communities) voluntarily (part-time) as the Founder Program Coordinator. He worked in the Environment and GIS Support Project for Water Sector Planning (EGIS) under MoWR, the successor of ISPAN as Junior Consultant from January 1996 to February 1998 and in EGISII as Junior Socio-Economist/Associate Socio-Economist from March 1998 to June, 2002. Since the initiation of CEGIS, he has worked in its Social and Economic Division as an Associate Sociologist/Associate Socio-Economist/Associate Specialist (July, 2002-December, 2006). Mr. Alam worked in this Division as a Senior Specialist from January 2007 to December 2012 and as a Principal Specialist from January 2013 to date. In addition, he served the Quality Management and Publication Division of CEGIS as the Director (In-Charge) since September 2015 to date.

Area of Interest/Expertise

Mr. Alam has obtained more than 25 years of experience in various fields of social, institutional, and natural resources management studies relevant to Bangladesh. In particular, he has been working in various multidisciplinary teams involved in Baseline, End Line, Monitoring-Execution, Evaluation, Impact Assessment, Land Acquisition, and Resettlement Planning Studies for social, institutional, and natural resources development/management purposes. He has been working on different Environmental and Social Impact Assessment (EIA and SIA) studies including the preparation of Environmental Management Plans (EMP) and Social Action Plans (SAP); preparation of Land Acquisition Plan (LAP) & Resettlement Action Plan (RAP) studies; formation of community-level natural resources management organizations through Social Mobilization & Public Participation; Disaster & Risk Management Studies. He was assigned to prepare the Integrated Water Resource Management (IWRM) Plan and Participatory Operation & Maintenance Plan for different service-related projects. He is experienced in the application of different qualitative and quantitative social and action research techniques e.g. Rapid Rural Appraisal (RRA), Participatory Rural Appraisal (PRA), Focus Group Discussion (FGD), Key Informant Interview (KII) and Household Survey (HHS) etc. As a study team member, he was responsible for designing and planning of field-level survey methodologies and preparation of survey tools (e.g. household survey questionnaires, checklists for RRA, PRA and FGD, questionnaires for KII) for different studies. As a member of the study team, he has organized, facilitated and conducted a number of local, regional and national level workshops and public consultation meetings for different projects & research studies and contributed to the preparation of study reports. He has worked as a resource person for preparing modules and providing training to different clients on environment, social and institutional development. He has provided necessary hands-on training to the Research Assistants/Field Enumerators and supervised them in field surveys, data collection/editing/cleaning activities, data entry, processing etc for different studies. As a study team member, he has analyzed the social and institutional data of many studies and prepared the relevant part of the reports. In addition to the above, A T M Shamsul Alam has provided leadership to the Quality Management and Publication Division of CEGIS as Director (In-Charge) for maintaining the quality of inputs and outputs of different research & consultancy services as well as the business products (reports/deliverables) of CEGIS following standard quality control procedures and guidelines.


Publications

Contributed in writing of a number of multi-disciplinary study reports as the study team member especially in the socio-economic, institutions, peoples’ participations chapters. Since 2002 such writing contribution was provided to about 40 study reports prepared and published by CEGIS.
